Blower quit working in my car, but comes on ... - air conditioning

My blower quit working in my car a few years back. I took it to the dealership, paid 200 something to have it repaired, and it quit again as SOON as I moved several states away. Since I couldn't find my receipt, I wasn't able to take it in to get it fixed again. For awhile after it quit, it would come on randomly if the knob was in the on position, but then go off by itself again. It's since quit doing even that. The heater AND air conditioner works fine if you're driving fast enough to get air to go through the vents, but it won't blow air at all.
We've since moved to Texas, and since I'm having a baby next month, we HAVE to get it fixed. But can't really spare the $200 something to get it fixed as we did the first time. My husband noticed that the knob that controls how much air comes out, if any at all is pushed in, although the two on the right aren't. I'm pretty sure that it's NOT supposed to be pushed in like that. (At least it doesn't look pushed in in this picture of a new one:
Do you think that it's a pretty good bet to buy the heater control panel from ebay? I don't really have the money to be buying parts needlessly, but if it's that, I'm sure that my husband could manage changing it.
Just want some opinions before I spend the money. Thanks so much!
